Water Features Maintenance and Improvement Plan

Xyst was engaged by Napier City Council to undertake a strategic assessment of the city’s 19 water features, which play a vital role in shaping Napier’s public realm, cultural heritage, and civic identity.

The project aimed to evaluate the operational performance, financial sustainability, and future viability of these assets in light of increasing environmental pressures and cost-efficiency goals.

Through analysis of expenditure, identification of data gaps, and recommendations for smart technologies and improved service delivery, Xyst provided a framework to guide long-term asset planning, enhance operational accountability, and support informed decision-making around renewal, decommissioning, or repurposing of the features.

This work equips Napier City Council with the insights needed to preserve its civic identity while adapting to environmental and financial imperatives.
