Parks and Open Space Service Optimisation

Independent Review

Yarra Ranges Council engaged Xyst to undertake an independent one-day review of its Emerging Recommendations Report as part of a Parks and Open Spaces Service Optimisation Review, covering the Parks, Trees and Trails and Sports fields functions.

Xyst assessed the proposed recommendations against contemporary local government practice and its service review methodology, with a focus on testing assumptions, identifying risks and opportunities and advising where recommendations could be strengthened.

The review examined strategic and operational matters including workforce capability, maintenance delivery, financial expenditure, asset information, technology, contract management and benchmarking, resulting in practical recommendations that enhanced the robustness of the final report.

Project Benefit

Xyst Consulting provided independent specialist review of Yarra Ranges Council’s Parks and Open Spaces Service Optimisation Review, drawing on experience from comparable local government organisations to validate findings, identify strategic gaps and strengthen recommendations. The review provided assurance that key operational and service planning issues had been appropriately considered, while highlighting opportunities to enhance organisational design, efficiency, financial sustainability, technology-enabled service delivery and integrated planning. These refinements helped strengthen the final review and better position Council to deliver services efficiently, sustainably and in line with community expectations.
